Terms and Conditions

General notes regarding subsidies

  • When a Community Services Card is required to be eligible for a subsidy, this refers to an income-tested Community Services Card held by the owner/occupier of the home.
  • When a Community Services Card is required to be eligible for a subsidy, the card must be valid at the time of assessment.
  • Boarding situations do not qualify as rental properties.
  • Subsidies are available subject to availability of funding at the time of acceptance of the quote/work.

Terms and Conditions (EECA Programme)

The following terms and conditions for installation of insulation by Community Energy Action apply (EECA program):

Terms and Conditions
  • For safety and insurance reasons someone must be present at the property while we carry out the installation work.
  • For our installers to be able to work efficiently, you will need to ensure clear access to the underfloor and ceiling manholes.
  • Plumbing leaks must be fixed, and rubbish and goods stored either under the floor or in the ceiling should be removed before booking the installation.
  • If you have any work done either under the floor or in the ceiling (such as the installation of downlights or ducts in the ceiling) after our assessor visited your property, you will need to let us know immediately! Some work may affect how we do the installation and we need to know about it, to ensure your safety and that of our staff. We take no responsibility for any issues, including, but not limited to fire risk, arising as a result of work done as outlined above between the date of the assessment and installation date if you have not notified us of this.
  • Community Energy Action may decline a job at our discretion if at any stage we know or suspect that asbestos may be present in the property. The customer may at their discretion get an asbestos report. The cost of the report shall be borne by the customer regardless of whether the report is positive or negative.
  • Please note if your property has been identified as having Michael Angelo tiles in acceptance of the quote you agree that CEA cannot be held liable for any damaged tiles whilst installing insulation.
  • If for any reason the installation cannot be completed, we will refund any payment for uncompleted work from the quoted area.
  • Underfloor insulation and moisture barriers under wooden floors may occasionally result in shrinkage of the floor as it dries out. Community Energy Action cannot be held responsible should this occur.
  • To be entitled to the insulation subsidy, ceiling and underfloor insulation must be installed to NZ Standard 4246:2006.
  • Unless specified on the quote, areas outside the thermal envelope of the main dwelling are not covered.
  • Retention of Title: We will retain title to all products provided to you until payment in full is made for the relevant product.  All risk of loss of, or damage to, the products passes to you on delivery of the products to you.
Invoice/Payment Terms
  • All jobs: deposit of 50% is required prior to installation
  • Low Income non Health: full payment required prior to installation
  • An invoice will be sent for any remaining amount after completion of the work, which is to be paid within 7 days of the date on the invoice.
  • We may charge you interest on the unpaid amount of any bill at our overnight overdraft daily interest rate charged by our principal bankers, calculated daily and compounding monthly from the due date until the date you pay the unpaid amount.
  • If there is a query on the bill please advise in writing before the due date; a) that there is a mistake in the bill; and b) of the details of the mistake.
  • Once we have corrected or confirmed the bill, you must pay any amount owing under the bill at once if the due date has passed.
  • Any failure to communicate any disputed amounts or meet payment dates indicated will result in any outstanding amount being transferred to a debt collection agency. All debt collection costs will be met by the homeowner and/or landlord.

  • Credit card: Visa and MasterCard only, please ring the office with your details.

Free assessments

We provide free assessments for all new insulation enquiries. However, if when we check the records we find that your house is recorded on the Government record of insulation as insulation already to standard, a van charge of $75 GST inclusive will be issued. This will be discussed before confirming the booking, and will never be charged without your knowledge.

We can still assess your property for insulation. If we find that your house does need more insulation, we will send you a quote and the van charge will be waived. If we find your house is already to standard, this charge will remain and you will receive an insulation certification certificate.

Terms and Conditions (Additional Discount)

  • Our standard terms and conditions apply to all new jobs and quotes.
  • CEA agrees to match any quote from a reputable insulation company. It is at our discretion what determines a reputable company, please contact us to confirm if a quote received matches our list.
  • Matched quotes are based on an existing quote received within 90 days before or after our quote. You must provide the full quote before the price can be matched.
  • Matched quotes are based on similar products used and at a similar amount. If CEA determines that an inferior or less product is being used, we may not be able to match the quote in full. However, we may still be able to offer a discounted service.
  • Additional discounts are at CEA’s discretion and are offered on a case-by-case basis.
  • Installation must occur within 3 months of the assessment to qualify for the discount.
  • This offer is available for a limited time. Only jobs initiated while this offer is running will qualify for further discounts or a price match.
  • By receiving and/or accepting an insulation quote under this offer, the customer agrees to be bound by these terms and conditions.
  • CEA is not responsible for assessments and installations that due to high demand or other reasons cannot take place before the end of the promotion. Customers are advised to get their insulation assessed and booked as early as possible to avoid missing out. Customers outside of Christchurch are advised that CEA cannot do assessments in outlying areas until we have a reasonable number of assessments/installations in the area which may cause a delay.
  • If there is any dispute regarding these terms and conditions, results or any other matter relating to this promotion, the decision of CEA will be final, and no discussion or correspondence will be entered into.
  • These terms and conditions do not replace CEA’s standard terms and conditions for the installation of insulation which also apply. If there is any discrepancy between these terms and conditions and the standard terms and conditions for the installation of insulation, the terms and conditions for the installation of insulation will prevail.
  • CEA reserves the right to vary these terms and conditions or terminate this promotion at any time.
  • To the full extent of the law, CEA will not be liable to any participant or any third party for any loss, damage or injury whatsoever (including consequential loss) suffered by the participant or any third party in connection with this project or on utilisation of the installed insulation.
  • These terms and conditions are governed by New Zealand law and will be subject to the exclusive jurisdiction of the New Zealand courts.

Terms and conditions – Summer competition

  • The following terms and conditions apply to CEA’s summer 2023/2024 promotion, advertising the opportunity to win free insulation. These terms and conditions apply to all marketing material and collateral shared.
  • Our standard insulation terms and conditions for non-subsidised insulation apply. Please see above.
  • To qualify for the promotion, you must accept a non-subsidised insulation quote and have it installed between 13 November 2023 and 22 February 2024.
  • This promotion only applies to non-subsidised insulation instalments. You are not eligible for this promotion if you have qualified for the Warmer Kiwi Homes programme.
  • Assessments and quotes are free, and there is no obligation to accept the quote.
  • Once you accept the quote, our standard financial terms and conditions apply. These will be outlined in your quote.
  • All insulation installed will be to EECA standards.
  • The insulation instalment must be paid in full before the competition closes, or a payment plan agreed. If a payment plan has been entered into, you will be reimbursed for the amount paid and any remaining cost will be wiped. All payment plan conditions must be up to date.
  • This promotion covers the reimbursement of the total cost of your insulation instalment after discount, and will not be paid ahead of time.
  • We only install insulation in your ceiling and underfloor. We do not offer wall insulation as part of our services.
  • Two winners will be chosen to have the cost of their insulation reimbursed as part of the promotion.
  • The total amount reimbursed will be specific to your quote and may differ from the other winner.
  • All winners will be chosen at random from the valid entries. Each winner will be selected via a random number generator.
  • If you don’t confirm your prize within 72 hours, a new winner will be chosen and our offer withdrawn.
  • By entering this competition you agree to let CEA use your name for promotional purposes.
  • All winners must permit to an interview after being announced as a winner. This will be shared on our website, and social media and used in media releases. If you are selected as a winner and refuse this within the same timeframe, your selection will be voided and a new winner will be chosen.
  • All decisions by CEA are final, and will not be negotiated.
  • You can not transfer your prize to any other party.
  • By entering into this promotion, you are accepting these terms and conditions.

Customer referral promotion 2024

CEA customers invited by CEA to refer friends and family will receive a $50 supermarket voucher for successful referrals.  The referred also receives a $50 supermarket voucher.

Criteria:

  • Minimum installed value of insulation $1000 (excl. GST) before subsidies and discounts.
  • Both owner-occupiers and landlords qualify for the referral promotion, but subsidies are limited to eligible owner-occupiers.
  • You will need to ask permission from the referred to pass on their contact details before contacting us. Customers can make as many referrals as they want.
  • Grocery vouchers will be sent when insulation is installed and fully paid for or or if on a payment plan, deposit and payments exceeding $400 have been made. Vouchers will be sent out in the month following full payment (if any) or installation (if fully subsidised). Only Foodstuffs or Woolworths vouchers will be provided.
  • Assessments need to have taken place before end February 2024 and insulation needs to be installed and paid for before end April 2024.
  • CEA can cancel this promotion at any time, for any reason.
