General notes regarding subsidies

  • When a Community Services Card is required to be eligible for a subsidy, this refers to an income-tested Community Services Card held by the owner/occupier of the home.
  • When a Community Services Card is required to be eligible for a subsidy, the card must be valid at the time of assessment.
  • Boarding situations do not qualify as rental properties.
  • Subsidies are available subject to availability of funding at the time of acceptance of the quote/work.

Terms and Conditions (EECA Programme)

The following terms and conditions for installation of insulation by Community Energy Action apply (EECA program):

Terms and Conditions
  • For safety and insurance reasons someone must be present at the property while we carry out the installation work.
  • For our installers to be able to work efficiently, you will need to ensure clear access to the underfloor and ceiling manholes.
  • Plumbing leaks must be fixed, and rubbish and goods stored either under the floor or in the ceiling should be removed before booking the installation.
  • If you have any work done either under the floor or in the ceiling (such as the installation of downlights or ducts in the ceiling) after our assessor visited your property, you will need to let us know immediately! Some work may affect how we do the installation and we need to know about it, to ensure your safety and that of our staff. We take no responsibility for any issues, including, but not limited to fire risk, arising as a result of work done as outlined above between the date of the assessment and installation date if you have not notified us of this.
  • Community Energy Action may decline a job at our discretion if at any stage we know or suspect that asbestos may be present in the property. The customer may at their discretion get an asbestos report. The cost of the report shall be borne by the customer regardless of whether the report is positive or negative.
  • Please note if your property has been identified as having Michael Angelo tiles in acceptance of the quote you agree that CEA cannot be held liable for any damaged tiles whilst installing insulation.
  • If for any reason the installation cannot be completed, we will refund any payment for uncompleted work from the quoted area.
  • Underfloor insulation and moisture barriers under wooden floors may occasionally result in shrinkage of the floor as it dries out. Community Energy Action cannot be held responsible should this occur.
  • To be entitled to the insulation subsidy, ceiling and underfloor insulation must be installed to NZ Standard 4246:2006.
  • Unless specified on the quote, areas outside the thermal envelope of the main dwelling are not covered.
  • Retention of Title: We will retain title to all products provided to you until payment in full is made for the relevant product.  All risk of loss of, or damage to, the products passes to you on delivery of the products to you.
Invoice/Payment Terms
  • All jobs: deposit of 50% is required prior to installation
  • Low Income non Health: full payment required prior to installation
  • An invoice will be sent for any remaining amount after completion of the work, which is to be paid within 7 days of the date on the invoice.
  • We may charge you interest on the unpaid amount of any bill at our overnight overdraft daily interest rate charged by our principal bankers, calculated daily and compounding monthly from the due date until the date you pay the unpaid amount.
  • If there is a query on the bill please advise in writing before the due date; a) that there is a mistake in the bill; and b) of the details of the mistake.
  • Once we have corrected or confirmed the bill, you must pay any amount owing under the bill at once if the due date has passed.
  • Any failure to communicate any disputed amounts or meet payment dates indicated will result in any outstanding amount being transferred to a debt collection agency. All debt collection costs will be met by the homeowner and/or landlord.

  • Credit card: Visa and MasterCard only, please ring the office with your details.

Free assessments

We provide free assessments for all new insulation enquiries. However, if when we check the records we find that your house is recorded on the Government record of insulation as insulation already to standard, a van charge of $75 GST inclusive will be issued. This will be discussed before confirming the booking, and will never be charged without your knowledge.

We can still assess your property for insulation. If we find that your house does need more insulation, we will send you a quote and the van charge will be waived. If we find your house is already to standard, this charge will remain and you will receive an insulation certification certificate.
