Our programmes and projects

Since inception in 1994, CEA has insulated over 23,000 homes, and provided curtains to over 7,000 households. We have worked closely with a number of organisations to deliver successful projects, helping thousands of people within our community. The success of these programmes is largely due to three factors:

  • Efficient project management: effective communication with partnering organisations, highly efficient internal processes, and a dedicated team of passionate people ensure that every job is completed to an exemplary level, and every dollar of funding is utilised.
  • Clear, relevant reporting: with sophisticated data systems and robust processes in place, CEA is able to effectively deliver measureable results. At the same time we never compromise our compassion towards the people we are helping.
  • Knowledge and experience: having been working toward the goal of warm and healthy homes since 1994, CEA is highly experienced in the energy efficiency realm. Our years of experience and local knowledge translate into flexible and practical solutions for every household. Many of our staff have been with CEA for 10 years or more, and are highly qualified in their fields. Our staff are also passionate about helping people, and our community is at the heart of what we do.

Examples of some of our successful projects:

Find and Fix

CEA was the service provider for this project in conjunction with the Earthquake Commission, Christchurch Earthquake Appeal Trust, Canterbury Earthquake Recovery Authority, CanCERN, and some insurance companies. The programme provided emergency earthquake repairs to households in urgent need, many of whom were uninsured homeowners. Repairs focused on weather tightness, sewers and drainage, and security issues such as windows and doors not closing properly.


Over 600 households were assisted through this programme.

Red Cross Repair Well

This three year project was a joint venture between CEA and NZ Red Cross. With funding from NZ Red Cross, CEA provided energy efficiency repairs and improvements to the earthquake damaged homes of vulnerable homeowners. This included families with young children, elderly, and people with health conditions. Repairs included insulation, ventilation, heating, draught proofing, and repairs to damage that impacted the wellbeing of the household.


In addition, our project support officers were able to refer vulnerable families to other social services and programmes for pastoral care as needed. For many participants, the project had a significant positive impact on their lives, improving both their physical and mental wellbeing.


435 homes were repaired through this programme, exceeding the initial target of 250.

Warm and Well

Another partnership between CEA and NZ Red Cross that assisted low-income tenants and homeowners who had existing health conditions and were negatively impacted by the earthquakes. NZ Red Cross provided funding, and CEA delivered insulation, efficient heating and ventilation. The programme also provided power assistance or firewood grants to assist people struggling to keep warm in  winter.


268 homes were provided with insulation and/or heating and/or ventilation (from a target of 100). 1004 households were provided with a heating assistance grant (from a target of 1000).

Healthy Homes

In 2011, a Healthy Homes programme was created between CEA, the Canterbury DHB, three Canterbury Primary Health Care Organisations (PHOs), Environment Canterbury (ECan) and the Energy Efficiency Conservation Authority (EECA).  Orion and MainPower also contributed funding. The programme provided over 1500 insulation installations and 450 heating appliances for high health needs patients and those who were identified as being at risk. 


A study by CEA and CDHB found that of 900 highest needs patients, 30% did not return to hospital after the Healthy Homes intervention. This equates to a cost saving to the CDHB of nearly $1 million. These results speak for themselves and the importance of a warm, healthy home on our community's wellbeing is made clear by this study. You can read more about the study here.
