In most cases where wall damage from the earthquake is being repaired, there is no requirement from the Building Code to put in wall insulation (see the table below).

Although there is currently no subsidy for wall insulation, we strongly recommend you consider wall insulation when you/Fletcher EQR/your insurance company are relining inner walls or replacing outside cladding (e.g. as part of earthquake repairs or renovations) as it is likely to contribute substantially to the energy efficiency of your home. CCC has waived consent requirements for wall insulation but wall insulation will still need to meet the Building Code requirements.

The table above applies to exterior walls on residential buildings. The table is based on information from Building Consents staff at CCC and was current November 2011. Whether building work requires a building consent or not, it must still fully comply with the current Building Code.

 

Consent requirements for the installation of wall insulation have been declared exempt by CCC under Schedule 1 clause (k) of the Building Act 2004, subject to certain conditions:
  • Foam injected or loose fill insulation are outside the scope of this exemption
  • Fire resistance rated walls are outside the scope of this exemption
  • Building wrap or breather-type building paper is required to be in place behind the existing  exterior cladding system
  • Timber framing to have a moisture content in accordance with NZS3602:2003 (below 18% m/c) (Extract from CCC Form B-390, section A)
