The following terms and conditions for the installation of insulation by Community Energy Action apply:
- For safety and insurance reasons, someone must be present at the property while we carry out the installation work.
- For our installers to be able to work efficiently, you will need to ensure the manhole into the under floor space and the ceiling are free.
- Plumbing leaks will need to be fixed and rubbish and goods stored either under the floor or in the ceiling should be removed before booking the installation.
- If you have any work done either under the floor or in the ceiling such as the installation of downlights or ducts in the ceiling after our assessor visited your property, you will need to let us know immediately! Some work may affect how we do the installation and we need to know about it to ensure your safety and that of our staff. We take no responsibility for any issues, including but not limited to fire risk, arising as a result of work done as outlined above between the date of the assessment and installation date if you have not notified us of this.
- In some cases the installation of insulation cannot be (fully) completed due to unforeseen circumstances at the property. If this is the case we will deduct the not-completed work from the quoted amount.
- We cannot install insulation in properties with asbestos due to safety reasons. If at any stage we know or suspect that asbestos may be present in the property, we cannot proceed with the installation of insulation, heating and all other work you are quoted.
- What part of the work can and cannot be done is at Community Energy Action’s discretion and any remaining work will be refunded.
- Underfloor insulation and moisture barriers under wooden floors may occasionally result in shrinkage of the floor as it dries out. CEA cannot be held responsible should this occur.
- To be entitled to the insulation subsidy, ceiling and underfloor insulation must be installed to NZ Standard 4246:2006.
- Unless specified on the quote, areas outside the thermal envelope of the main dwelling are not covered under the EECA subsidy and will not be included in the quote.
- To be entitled to the heating grant, ceiling and underfloor insulation must be installed to this standard or already meet this standard as verified by a Community Energy Action (CEA) assessor. Work must also meet our obligations to the Energy Efficiency and Conservation Authority who provide the grant.
Payment options
General Subsidy - 15% deposit required before installation
Rental Community Services Card Subsidy - 15% deposit required before installation
Community Services Card Subsidy - 75% deposit required before installation
An invoice will be sent after completion of the work which is to be paid within 21 days of the date on the invoice. A late payment surcharge of 2% per month may be charged for late payments.

- Credit card: Visa and Mastercard only, please ring the office with your details.
- Cheque: Please make cheques payable to Community Energy Action.

CEA has a complaints process. Please let us know if you are unhappy about any aspects of the installation or your dealing with CEA.
